On February 17, 2009, President Obama signed H.R. 1 the American Recovery and Reinvestment Act of 2009. This bill appropriated $787,200,000,000 for the Federal Government to spend on a variety of programs with the hope that it would stimulate growth in the economy. Perhaps the most important piece of information about HR 1 is here. The largest individual spending bill in US history - passed before any member of Congress read it. Such an enormous amount of money specifically intended to be spent very quickly provides an opportunity for fraud and waste without precedent in scope.
